The culture of Shell Gardens encourages developing technology and personal growth. There is still a strong sense of community in this neighborhood, but the celebration of one's skills and talents is more valued than kindness towards others.

The people of Shell Gardens are very sheltered but very eager to learn and grow. Despite their sheltered upbringing and questionable government, the folks are very proud of their neighborhood and are more than happy to stay. Sometimes there are folks that have questions or even want to leave the isolated dome, but they are immediately silenced or terminated when voicing out curiosities. It isn't common at all to receive strangers, but every now again there are "outside guest speakers" that get to describe the outside world as a very distasteful place. Some residents, like Anya, know that most of them are liars, but they also know that it is better not to ask, even if the reason for these "guest speakers" to lie is not very clear.

This neighborhood is considered one of the safest places in The Ghostly and this has been possible thanks to the hard work of The Peacemakers. They are a group of highly skilled and fully geared-up individuals that are funded by the Shell Garden’s Chamber of Commerce. Although, it is only recently that residents have noticed The Peacemakers have a justified reason to be so prepared. As of lately, a strange group of people, that calls themselves C.R.A.B. (Communal Revolutionary Armed B___), has been disrupting the calm days of the city by delivering pamphlets with weird information about the outside world. The Peacemakers have been working extra hard to keep the status quo, but residents are still very confused by the entire situation.
